Gary leads GLA Consulting in delivering products and services to clients while also providing critical support for other consultancy projects focused on utility programs and services. His key achievements include:

  • Developed and launched behind‑the‑meter and emerging technology programs, including SMB, multifamily/low‑income resilience, air source heat pumps, microturbines, lighting controls, and industrial heat pumps

  • Designed and implemented business sustainability and energy efficiency programs across residential, commercial, industrial, and low‑income sectors

  • Led, coordinated, and closed new energy efficiency programs, consulting services, and Energy as a Service (EaaS) offerings

  • Developed and managed programs spanning energy efficiency, demand response, renewable energy, energy management services, and financing

  • Created and managed renewable energy and solar programs, including nationally recognized residential programs and initiatives targeting low‑ and moderate‑income customers

  • Supported utility electrification planning and commercial electric vehicle program development, including grid impact analysis

  • Developed whole‑home deep retrofit and retro‑commissioning programs for major utilities

  • Enhanced income‑qualified and low‑income programs by increasing participation, customer benefit, and integration with workforce development

  • Supported statewide energy efficiency program evaluations, including EM&V processes, low‑income initiative monitoring, and process evaluation

  • Managed and expanded utility client portfolios, adding multiple utilities and non‑utility organizations through customized program and financing designs

  • Led business development for utilities, establishing relationships with dozens of utilities and strategic partners

  • Designed and launched energy efficiency programs for small‑ and medium‑sized commercial and industrial customers

  • Managed large‑scale financing initiatives, including a business financing program investing over $125 million in thousands of facilities

  • Oversaw marketing, outreach, and engagement strategies to increase utility and customer participation
